There are 5 other HHS staff additions not announced under Tom Price
The Department of Health and Human Services -- led by Secretary Tom Price -- has been less than forthcoming about its new hires. Instead of public announcements, five new individuals quietly became new staff members and have been added to the staff directory.
The addition of Roger Severino to head the Office of Civil Rights is a prime example, as is the appointment of Donald Rucker as the new national coordinator (who has since been removed from the HHS directory).

However, based on its staff listings, HHS has added a handful of key players.
Former Booz Allen Hamilton Associate Jen Moughalian joined HHS as acting assistant secretary for financial resources. She’ll advise Price on the budget, financial management, and acquisition management while providing direction for these areas across the agency.
At Booz Allen Hamilton, she served as an advisor to clients undergoing organizational change - including the Affordable Care Act implementation, according to her LinkedIn profile. Her experience includes health insurance marketplaces, health system strategy and operations, Medicare payment and policy and health insurance markets.
Moughalian is also a former Medicare Program Examiner for the White House Office of Management and Budget and a Consultant for the Chartis Group, one of the largest healthcare consulting and advisory firms.
Jane Lucas was named deputy director of the Office of the Secretary. Lucas most recently served as legislative director for Sen. John Thune (R-SD) for more than 10 years. She worked in Thune’s office since July 2007, as Legislative Correspondent, Legislative Assistant and Health Policy Counsel.
She studied Business Economics and Spanish at South Dakota State University and has a law degree from Georgetown University. However, her LinkedIn profile lists Public Policy as one of her featured skills and endorsements.
Senate HELP Committee member Mary-Sumpter Lapinski will join HHS ranks as Counselor for Public Health and Science. She was part of the team who worked on passing the 21st Century Cures Act, under Sen. Alexander Lamar, R-Tennessee. Prior to that role she worked as Health Policy Advisor for the HELP committee and two separate roles for Bristol-Meyers Squibb.
Carla DiBlasio, who served as Senior Policy Advisor and Legislative Counsel for Tom Price, joined CMS. However, her title isn’t listed in the HHS staff directory.
Emily Wilkinson joined HHS as a policy advisor. She is a former Legislative Assistant for Sen. Dean Heller, R-Nevada, where she served on the Senate Finance Committee. Wilkinson was also a Congressional Aide to Tom Price.
